Our Procurement and Supply Chain Division is crucial to our operational excellence and integral to our EPC approach. We strive to add value to our clients and projects by centering our supply chain partners in our success and offering exceptional procurement and supply chain services.
Our multidisciplinary team delivers top-tier solutions across all aspects of the supply chain, from sourcing and delivery to market analysis and contract management, supporting our diverse business portfolio.
Our extensive experience has resulted in a broad network of suppliers, service providers, and subcontractors, each rigorously vetted before selection and continually reviewed post-award. Our Procurement and Supply Chain Division focuses on ensuring the sustainability of each project’s supply chain by determining the best combination of local and International sources.
A) Procurement of Materials:
Our Procurement and Supply Chain Division oversees all procurement of materials and services for our company through a dedicated team of experts. Acting as a genuine business partner, we are committed to consistently delivering high-quality products and services. We prioritize:

B) Supply of Manpower:
Our success has always been driven by our unwavering commitment to quality and our desire to continuously improve. Therefore, we believe that one of the best ways to achieve this is through carefully select our employees. Our dedicated community of professionals who are passionate about delivering outstanding products and services to our clients are a set example of such case. We employ:
- Technical office engineers specialized in shop drawings and operations planning.
- Field engineers specialized in running all types of projects.
- QC engineers for inspections and tests.
- Supervisors and foremen to handle workforce throughout all stages of the project.
- Skilled mechanics and technical workers as pipe fitters, tank fitters, offshore crews, welders for all positions, grinders, and helpers.
- Skilled electrical technicians specialized in electrical installations, testing, and commissioning.
- Skilled sandblasting and painting crew to handle onshore, as well as offshore operations, including above sea level and within splash zones.
- Certified scaffolding supervisors, inspectors, and scaffolders (CITB or equivalent).
- Professional diving supervisors and commercial divers for all diving and underwater operations.

C) Supply of Equipment:
At El-Kholy Contractors, we boast a remarkable fleet of owned workshop and equipment, coupled with extensive expertise in land and marine equipment fleet management. This enables us to supply our diverse projects with the most appropriate machinery, meticulously maintained to the highest standards, and ensuring continuous support for onshore and offshore construction operations. We provide:
- Heavy Equipment such as cranes, forklifts, manlifts with multi loading capacities.
- Welding machines (diesel/electrical) in compliance with SMAW, GMAW, GTAW, and FCAW welding processes.
- Generators with different voltage ranges.
- Special tools such as manual, automatic, hot and cold cutting tools for pipes and plates with different sizes and thicknesses, as well as lifting gears.
- Sandblasting and painting equipment (air compressors, sand pots, airless spraying machines, and high pressure hoses…etc.).
- Diving equipment for scuba diving and surface supply diving including oxygen cylinders, air compressors, Kirby helmets, umbilical, CCTV units, recorders, De-Compression Chambers (DCC), and zodiacs…etc.
- Underwater cutting and inspection tools.
- Others.
D) Supply of Scaffolding:
Our company provides comprehensive scaffolding solutions, offering all required materials, tools, consumables, and skilled manpower to erect, inspect, and certify scaffolding services safely and efficiently.
- Our certified scaffold inspectors and crew members meet BS-EN 12811-1 competency requirements.
- We follow BS-EN 12811-1 and TG 20:13 guidance for scaffolding erection procedures, using couplers, spigot pins, and accessories that comply with BS-EN 74-1, 74-2, and 74-3 wherever applicable.
- Strict adherence to the client’s “Permit to Work” and HSE procedures is ensured, including the use of fall protection devices such as fall arresters, which comply with BS-EN 363.
- We provide dust/wind, water, and fireproof covers throughout the scaffolding process for enhanced safety and protection.
- We utilize the SCAFTAG system with color coding for improved scaffolding management and identification.
